To submit a complaint for an Early Learning Program such as Early Head Start, Head Start, Early Intervention, Private Academic School (PDE Licensed Preschool), PA Pre-K Counts, Parent-Child Home Program, or School District Pre-Kindergarten, please e-mail: RA-ocdearlylearning@pa.gov

If you are a Child Care Provider, you can log into Provider Self Service (PSS) to update your information.
